From the outside, Johannesburg does not look like it is doing well.
Roads littered with potholes. Broken traffic lights not repaired for months. Rotting rubbish in the streets.
But from the inside, the scale of the problems facing the biggest city in South Africa and the richest and most industrialised in the continent is even worse.
From taps regularly running dry to daily four-hour power cuts – known locally as load shedding – life for many people in Jo’burg has declined dramatically.
The decline of southern suburb Forest Hills is a case in point.
Previously dominated by poorer white people, in recent decades it has become more mixed as black people sought to move out of the city’s apartheid-era townships.
“Although never wealthy, things used to at least work [around here],” Stuart Marais, a longtime resident and local city councillor, told The Telegraph.
“Traffic signals are regularly vandalised and are not repaired in under six to eight months. Grass is growing into our roads which haven’t been fixed for decades,” said the 63-year-old. “Broken cars lie around and many residents put their rubbish out onto the streets and it lies there rotting.”
It was “far too dangerous” to walk around at night, he said. “The decay in this part of Johannesburg is massive.”
Mr Marais says the blame lies squarely with the municipality, where the African National Congress hold the most seats.

9th Circuit denies bid by environmentalists and tribes to block Nevada lithium mine

RENO, Nev. (AP) — The latest bid by conservationists and tribal leaders to block construction of a huge lithium mine already in the works along the Nevada-Oregon line was denied by the 9th U.S. Circuit Court of Appeals on Monday.
A three-panel judge of the San Francisco-based appellate court rejected a half-dozen legal arguments the opponents had put forth in their appeal seeking to overturn federal land managers’ approval of one of the projects at the forefront of President Joe Biden’s plans to combat climate change.
The critics have been fighting it in federal court for two years. They claim the open-pit mine, as deep as the length of a football field, will violate multiple environmental laws and destroy lands tribal members consider sacred because they say dozens of their ancestors were massacred there in 1865.
Lithium Nevada Corp.’s mine at Thacker Pass, 200 miles (320 kilometers) northeast of Reno, has pitted environmentalists and Native Americans against Biden’s efforts to accelerate the transition from fossil fuels to cleaner, renewable energy sources. The mine would involve extraction of the silvery-white metal used in electric vehicle batteries.
On Monday, the judges didn’t specifically address the claims that the project fails to comply with a new opinion the 9th Circuit issued last year that blocked a copper mine in Arizona based on a more stringent interpretation of the 1872 Mining Law regarding the use of neighboring lands to dispose of waste.
Rather, they more generally deferred to the expertise of the U.S. Bureau of Land Management, which approved the mine in 2021, and the decision by U.S. District Judge Miranda Du in Reno earlier this year to allow construction to go forward even though she concluded the mine was not in complete compliance with the new interpretation of the Civil War-era mining law.
The bureau approved the mine in 2021 on an accelerated basis under Donald Trump’s administration. The Biden administration has continued to embrace it in an effort to ramp up U.S. lithium production.
Officials for Lithium Nevada, a subsidiary of the Canadian-based Lithium Americas, say the Thacker Pass mine’s reserves would support lithium for more than 1.5 million electric vehicles per year for 40 years.
Conservationists say the operation will pollute the groundwater and destroy precious habitat for sage-grouse, pronghorn antelope and other species in violation of environmental laws.
Their lawyers had argued that Du illegally exceeded her authority when she refused to revoke the mine’s operation plan in March despite her conclusion that federal land managers had violated the law in approving parts of it.
The 9th Circuit ruling concluded Du applied the proper legal standard and found the bureau’s sole error in approving the project “weighed against” vacating the entire approval of the mine.
The bureau’s approval of the mine “was not arbitrary, capricious, an abuse of discretion or otherwise not in accordance with” the National Environmental Policy Act, the 11-page ruling said.
Spokespeople for the plaintiffs said after Monday’s ruling they were considering their legal options.
“We all recognize the need for renewable energy, but it can’t come at the cost of making the biodiversity crisis worse,” said Erik Molvar, executive director of Western Watersheds Project.
Government lawyers had said much of the evidence the Western Shoshone and Paiute tribes presented about the sacred nature of the land came after a formal decision had been issued and that none of it clearly established the actual location of the massacre.
The 9th Circuit ruled the bureau acted “reasonably and in good faith” in its consultation with tribes potentially affected by the mine.
Company officials said Monday they were “pleased to see such a decisive ruling” and that construction was continuing.
“We have always been confident that the permitting process for Thacker Pass was conducted thoroughly and appropriately,” Lithium Americas CEO Jonathan Evans said in a statement emailed to The Associated Press.
One independent analyst group said the “brisk” issuance of the ruling so soon after the June 27 oral arguments underscored the significance of what it considered an “important legal victory” for the mine that could become one of the largest lithium-producing operations in the world.
”Opponents could seek further review at the Ninth Circuit or may appeal to the U.S. Supreme Court, though we are skeptical their arguments would fare any better,” Washington-based ClearView Energy Partners said in a note to clients.
Plaintiffs in the case said in emails to the AP that they hadn’t decided whether to appeal.
Great Basin Resource Watch Executive Director John Hadder warned the ruling could set a dangerous precedent.
“Lithium Nevada’s destruction of sage-grouse, pronghorn and other wildlife habitats at Thacker Pass foretells the damage to public lands and the biodiversity loss that the lithium boom in the West will cause,” said Katie Fite, public lands director for WildLands Defense.

Woman sucker punched in Crown Heights recounts the frightening attack: ‘I was so scared’

CROWN HEIGHTS, Brooklyn (WABC) — A vicious and unprovoked sucker punch left a woman battered and shaken in Brooklyn, and while her wounds may recover, her fear may take longer to heal.
Though hard for her to talk, the 57-year-old Dulce Pichardo spoke exclusively to Eyewitness News reporter CeFaan Kim after she was violently attacked while walking down Grand Avenue near Dean Street around 5 p.m. on Tuesday.
Video shows the suspect ignore another man walking nearby, and then punch Pichardo in her face, causing her to stumble backwards.
“What happened? Why are you hitting me? Why are you hitting me? I was bleeding a lot. I was so scared. So afraid,” she said.
Her mouth is now wired shut after her face was fractured in several places. She will need to drinking food out of a straw for six weeks.
She also suffered permanent damage to her lower lip, and three of her teeth were knocked out. She might need surgery.
Pichardo says her attacker didn’t say a word. He just stared at her and then broke her jaw.
“He hit me very, very strong over here,” Pichardo said. “And he broke everything here. Everything broke.”
Pichardo is a school bus aide and was returning from work when the attack happened. She was just steps away from home.
Her brother owns a restaurant across the street from where she lives. He and an employee chased the suspect down.
Yohan Flores says the suspect was standing cold and emotionless when they confronted him. The suspect denied attacking Pichardo.
Pichardo’s brother and the employee followed the suspect for several blocks and stopped him from fleeing until police arrived.
Officers arrested the man, identified as 33-year-old Franz Jeudy.
He was charged with misdemeanor assault, meaning he’s not bail eligible. He will be released back onto the street, and that’s the part that has the victim and her family frustrated and afraid.
“Every time I see a man, I cross,” Pichardo said. “I’m not going to be close to nobody. I’m very afraid. I tell my son where I’m going, I want you to walk with me.”
The victim’s niece Joselyn Martinez said Jeudy is being charged with third-degree assault because there was no intent.
Jeudy has seven prior arrests for assault charges.

A security guard had a “bad feeling” when he saw Manchester Arena suicide bomber Salman Abedi but did not approach him for fear of being branded a racist, a public inquiry has heard.
Kyle Lawler said he was stood 10 or 15ft away from Abedi, who had been reported to security by a member of the public who thought he looked “dodgy”.
The Showsec security guard, aged 18 at the time of the terror attack, told police in a statement read to the inquiry sitting in Manchester: “I felt unsure about what to do.
“It’s very difficult to define a terrorist. For all I knew he might well be an innocent Asian male. I did not want people to think I am stereotyping him because of his race.
“I was scared of being wrong and being branded a racist if I got it wrong and would have got into trouble. It made me hesitant.
“I wanted to get it right and not mess it up by overreacting or judging someone by their race.”
Abedi, 22, dressed all in black and carrying a large, bulky rucksack, was spotted and reported to security at 10.15pm on 22 May 2017.
The Manchester-born bomber, whose parents were Libyan, was sat on steps near the back of the foyer of the arena, known as the City Room, awaiting the end of an Ariana Grande concert.
Around eight minutes before he detonated his device, Showsec steward Mohammed Ali Agha alerted Lawler to the report by a member of the public and both began observing Abedi.
Lawler said: “At that time he was just an Asian male sat amongst a group of white people.
“As Ali turned to have a look he’s clocked that we are looking at him. He’s become fidgety with his hands. No sudden movements. He was watching us, watching him.
“He would kind of look, slightly look away and look back at us.”
In his statement to police, Lawler said: “I just had a bad feeling about him but did not have anything to justify that.”
He said Abedi was “fidgety and sweating” and he said he panicked slightly and was “conflicted” because he thought something was wrong but could not put his finger on it, the inquiry heard.
Lawler said he attempted to use his radio to alert the security control room but claimed he could not get through due to radio traffic.
He then left the area and took up his position on a walkway bridge outside the City Room and made no further attempt to raise the alarm.
Lawler agreed he simply “gave up” trying to use the radio and just got on with his job.
Around five minutes later, Abedi got to his feet and walked across the room towards the crowd emerging from the arena at the end of the gig at 10.31pm.
He was smiling, the inquiry heard, seconds before he detonated his home-made rucksack bomb, packed with thousands of nuts and bolts, murdering 22 bystanders and injuring hundreds more.
Lawler agreed that on five separate occasions after the bombing, he made statements, verbally or in writing, where he “deliberately shortened” the time between him leaving the City Room to the bomb going off, “so no one would say, why didn’t you do something?” the inquiry was told.
He said: “I had no recollection of minutes or seconds. I had a guilty feeling, I had a lot of blame on myself.”
The public inquiry is looking at the background circumstances before and during the bombing and is expected to last into next spring.

SPRINGFIELD, Ill. (AP) — A state parole board member resigned Monday after recommending the release of a man who a day later attacked a pregnant Chicago woman with a knife and fatally stabbed her 11-year-old son while he tried to protect her, according to authorities.
The Illinois Prisoner Review Board’s handling of the case prompted Gov. J.B. Pritzker to order that procedures for dealing with situations involving domestic violence be revamped.
Pritzker announced that LeAnn Miller, 63, of Junction submitted her resignation. Miller had prepared a report recommending Crosetti Brand’s release from prison.
The 37-year-old felon had repeatedly violated orders of protection and threatened Laterria Smith of Chicago, police said. On March 13, investigators said that Brand went to Smith’s apartment armed with a knife and assaulted her. When her son, Jayden Perkins, intervened, Brand stabbed him to death, police said.
Smith, 33, remains hospitalized in critical condition but doctors expect her and her unborn child to live. Her 6-year-old son was present during the attack but was uninjured.
If Trump gets sent to prison, he should self identify was a woman, and demand to be sent to a woman’s prison. Democrats would be total hypocrites if they rejected his demand.

What’s more, the city has refused to provide any evidence that its Thrive mental health program and criminal justice system have done anything beyond cycle him in and out of police custody.
