Blowing smoke? E-cigarettes might help smokers quit

July 26, 2017

People who used e-cigarettes were more likely to kick the habit than those who didn’t, a new study found.

Nicotine patches, gums and medications are known to aid smoking cessation, but there’s no consensus on whether vaping devices can help anti-smoking efforts. The U.S. research is the largest look yet at electronic cigarette users and it found e-cigarettes played a role in helping people quit.

“It’s absolutely clear that e-cigarettes help smokers replace cigarettes,” said Peter Hajek, director of the health and lifestyle research unit at Queen Mary University in London, who wasn’t part of the study.

Smoking rates have been generally declining for decades. Health experts have credited taxes on tobacco products and anti-smoking ads for the drop.

E-cigarettes have been sold in the U.S. since 2007. Most devices heat a liquid nicotine solution into vapor and were promoted to smokers as a less dangerous alternative since they don’t contain all the chemicals, tar or odor of regular cigarettes.

Researchers analyzed and compared data collected by the U.S. Census from 2001 to 2015, including the number of adult e-cigarette users from the most recent survey.

About two-thirds of e-cigarette users tried to quit smoking compared to 40 percent of non-users, the study found. E-cigarette users were more likely to succeed in quitting for at least three months than non-users — 8 percent versus 5 percent.

The research was published online Wednesday in the journal, BMJ. It was funded by the National Institutes of Health.

The rate of people quitting smoking in the U.S. has remained steady at about 4.5 percent for years. It jumped to 5.6 percent in 2014-2015, representing about 350,000 fewer smokers. It was the first recorded rise in the smoking cessation rate in 15 years.

While national anti-smoking campaigns likely helped, the results show e-cigarette use also played an important role, said lead author Shu-Hong Zhu of the University of California, San Diego.

Hajek, who wasn’t part of the research, said vaping devices shouldn’t be strictly regulated, but instead be allowed to compete directly with cigarettes. “That way, smokers can get what they want without killing themselves,” he said.

Earlier this month, a House panel renewed its efforts to prevent the Food and Drug Administration from requiring retroactive safety reviews of e-cigarettes already on the market.

Others warned that the long-term side effects of e-cigarettes are unknown.

“We just don’t know if moving to e-cigarettes is good enough to reduce the harm,” said Aruni Bhatnagar, director of the American Heart Association’s Tobacco Research and Addiction Center.

Chris Bullen, who authored an accompanying editorial , said although the long-term safety of e-cigarettes is unclear, any ill effects are “likely to be rare compared with the harms of continuing to smoke.”

The latest results strongly suggest that more lenient control of e-cigarettes could improve population health, said Bullen, a professor of public health at the University of Auckland.

“If every smoker was to change over to e-cigarettes completely, there would be a dramatic and almost immediate public health benefit,” he said in an email.

Video shows Justine Damond rescuing eight baby ducks from storm drain three weeks before she was killed

Justine Damond: video shows Australian rescuing ducklings near Minneapolis home

Weeks before she was shot dead by Minneapolis police the Australian, also known as Justine Ruszczyk, was filmed reuniting a family of stranded ducks

July 19, 2017

When reporters asked friends and family for stories about Justine Damond, many of them asked: “Have you heard about the ducks?”

Three weeks before she was shot dead by police Damond, a 40-year-old Australian who had changed her surname from Ruszczyk in anticipation of her wedding, climbed into a storm drain and rescued a group of ducklings near her home in Minneapolis by gathering them in the folds of her skirt. The way her friends tell it, this incident was special but not atypical.

By chance, the rescue happened at a corner in the Linden Hills neighbourhood, outside the home of photojournalist Angela Jimenez, who filmed it. After Damond died Jimenez sought and received permission from Damond’s family to release the footage and this has been shared by the Guardian.

Damond, originally from Sydney, was on her way to teach a meditation class at the Lake Harriet Spiritual Centre when she saw the trapped ducklings. Jimenez remembers that two teenage boys had spotted the ducks first, but that Damond was the first to jump in the sewer, less than two minutes after she arrived.

On the video she is shown gathering the ducklings and persuading the mother of the ducklings to walk over the road for a family reunion. She can be heard telling neighbours: “She might just need to chill a bit … I’m going to let you guys be the duck rescuers, are you guys OK with them?”

And then she heads off to work, with the family of ducks reunited.

“That was beautiful,” says a neighbour.

“Guess what, I just rescued eight ducklings,” Damond later texted the centre’s administrator, Nancy Coune. “The mother duke was distraught and I climbed and pulled them all in my skirt … There was this moment when I think they realised I was there to help and they just started jumping to my lap, I was in bliss!”

On 15 July Damond called police, fearing that a sexual assault was taking place in an alley near her home. Police said the partner of the officer who reportedly killed Damond, Mohamed Noor, was startled by a “loud sound”. Damond died in her pyjamas. A mobile phone was found nearby.

After her death Coune said: “We’ve come together. We’re teetering back and forth between tragic heartsick to outrage, to trying to understand it, to really knowing that there is a greater purpose and that at some point we will come to terms with this … people are struggling here.”

Damond’s partner Don Damond said: “Our hearts are broken and we are utterly devastated by the loss of Justine. It is difficult to fathom how to go forward without her in my life.”

What Happens When Texas Blocks Planned Parenthood? Abortions Rise.

July 12, 2017

With the goal of eliminating abortion, Texas Republicans have stripped Planned Parenthood of funding and steadily obstructed patient access to care over the past few years. Turns out, their ideological, anti-choice crusade is having the opposite effect. A new study shows abortion rates have jumped since Planned Parenthood was blocked.

While at Texas A&M University, economics professor Analisa Packham found that when the Texas Legislature cut family planning funding by two-thirds, or $76 million, in 2011 and simultaneously defunded Planned Parenthood, teen abortions increased 3.1% in the following three years while teen births spiked by 3.4% in the following four years.

My response to New York Magazine’s “The Uninhabitable Earth” is to remind you of these bogus doomsayer predictions from the first Earth Day in 1970

On July 9, 2017, New York Magazine published this article, which is called, “The Uninhabitable Earth.”

On July 14, 2017 – just five days later – New York Magazine said that the article

“… is already the most-read article in New York Magazine’s history.”

My response to this article is to remind you of the following bogus doomsayer predictions that were made during the first Earth Day in 1970:

* Denis Hayes, the chief organizer for the first Earth Day, wrote, “It is already too late to avoid mass starvation.”

* Senator Gaylord Nelson, the founder of Earth Day, stated, “Dr. S. Dillon Ripley, secretary of the Smithsonian Institute, believes that in 25 years, somewhere between 75 and 80 percent of all the species of living animals will be extinct.”

* Peter Gunter, a professor at North Texas State University, stated, “… by 1975 widespread famines will begin in India; these will spread by 1990 to include all of India, Pakistan, China and the Near East, Africa. By the year 2000, or conceivably sooner, South and Central America will exist under famine conditions… By the year 2000, thirty years from now, the entire world, with the exception of Western Europe, North America, and Australia, will be in famine.”

* Paul Ehrlich, author of The Population Bomb, predicted that between 1980 and 1989, 4 billion people, including 65 million Americans, would starve to death.

* Life Magazine wrote, “… by 1985 air pollution will have reduced the amount of sunlight reaching earth by one half.”

* Ecologist Kenneth Watt stated, “The world has been chilling sharply for about twenty years. If present trends continue, the world will be about four degrees colder for the global mean temperature in 1990, but eleven degrees colder in the year 2000. This is about twice what it would take to put us into an ice age.”

* Watt also stated, “By the year 2000, if present trends continue, we will be using up crude oil at such a rate…that there won’t be any more crude oil.”

Real scientists learn form their mistakes, and from the mistakes of others.

However, the environmental doomsayers who have been making these bogus predictions for many decades have expressed absolutely zero interest in learning why these predictions of the past failed to come true.

Instead, these doomsayers pretend that these failed predictions were never made, in the hopes that their current audience has either forgotten about them, or was never even aware of them in the first place.

Whatever happened to the scientific method?

Whatever happened to a willingness to admit to being wrong?

Whatever happened to the desire to learn from one’s mistakes, as well as from the mistakes of others?

For the scientifically illiterates out there who don’t know that carbon dioxide is the bottom of the food chain, here is an article form NASA called “Carbon Dioxide Fertilization Greening Earth, Study Finds.”

Also, back when the dinosaurs were alive, atmospheric carbon dioxide levels were five times as high as they are today, and global temperatures were so high that there were no polar ice caps. But the earth was not “uninhabitable.” It was actually the exact opposite, which is why it was home to the biggest land animals that the planet has ever had.

I wrote this blog entry, which is called “The world’s supply of resources is getting bigger, not smaller.” It includes links to verify its claims.

I also made this video, which is called “Hitler gets mad at Al Gore’s global warming hypocrisy.” The video’s description contains links to verify its claims:

Republican National Committee falsely says “delivery of a voice message directly to a voicemail box does not constitute a call”

https://finance.yahoo.com/news/ringless-spam-voicemails-became-partisan-issue-194125213.html

How ringless spam voicemails became a partisan issue

June 29, 2017

If there’s anything good about ringless voicemails, it’s the fact that they bring people together. These voicemails that simply appear on your phone seem to invite universal hatred.

Indeed, the FCC has gotten almost 2,800 complaints about ringless voicemails in June alone. Among the complaints: lost business due to spam clogging the mailbox, added data costs from checking messages, mailboxes flooded to capacity unable to receive messages from family.

“My phone — bought and paid for by me — exists for my convenience, and not to provide a portal into my life for unsolicited contacts of any nature,” said one Georgian to the FCC.

The robocall war has been hard enough to fight with the support of the FCC. (Recently, the FCC scored a win in this war, slapping a $120 million fine on a robocaller after TripAdvisor tracked down the culprit.) And now ringless voicemails have become the latest battleground for telephone annoyance since the FCC was asked in late March to consider exempting ringless voicemails from its do-not-call rules by a marketing company called All About the Message, LLC. (The Do Not Call Registry provides telemarketers with a list of numbers it’s illegal to dial.)

Perhaps unexpectedly, however, the ringless voicemail debate suddenly became a partisan issue.

Ringless voicemails go viral

On May 18, the Republican National Committee got involved, filing comments with the FCC in support of All About the Message saying the “delivery of a voice message directly to a voicemail box does not constitute a call,” and is not subject to telephone consumer protection rules. RNC chief counsel John R. Phillippe, Jr. wrote that a contrary ruling “would have serious consequences for the First Amendment rights of those engaged in political communication via telephone.”

BUSTED: Fox Reported on Trump Jr.’s Emails—After They Scrubbed Any Mention of Russian Government

The president’s favorite network continues to downplay the obvious collusion.

July 11, 2017

A senior reporter for Fox News edited out any mention of “Russian” while reporting on Donald Trump Jr.’s emails.

Chief Intelligence correspondent Catherine Herridge reported on “key sections” of the Trump Jr. email changes, while editing out mention of Russia, Media Matters for America documented.

“This is obviously very high level and sensitive information but is part of Russia and its government’s support for Mr. Trump,” the email read.

“This is obviously very high level and sensitive information … I can also send this info to your father via Rhona but it’s ultra sensitive so wanted to send it to you first,” Herridge reported the email read, completely skipping over mention of Russia while reporting on investigations into Russian collusion.

The June 9, 2016 meeting with Kremlin-connected Russian lawyer Natalia Veselnitskaya at Trump Tower included namesake son Donald Trump Jr., son-in-law Jared Kushner and then-campaign chairman Paul Manafort.

“Shortly after Herridge’s report, co-host Meghan McCain filled in the missing quote about the Russian government, noting that it is “the biggest concern in these emails,” Media Matters noted. “Fox has consistently tried to either ignore, or downplay news surrounding Trump and Russia, and has gone as far as creating an alternate reality to distract its viewers. The network’s reaction to these new developments is just the latest example.”

San Francisco says it would be “racially insensitive” to let the public see security camera footage of crimes

http://sanfrancisco.cbslocal.com/2017/07/09/bart-withholding-surveillance-videos-of-crime-to-avoid-stereotypes/

BART Withholding Surveillance Videos Of Crime To Avoid ‘Stereotypes’

July 9, 2017

SAN FRANCISCO (KPIX) — In the last three months, there have been at least three robberies on BART involving groups of teenagers.

“I think people are genuinely concerned — they are fearful about the stories that have come out about the recent attacks, the assaults, the thefts,” said Debora Allen, who is a member of the BART Board of Directors.

April 22: Forty to sixty kids boarded a train at the Coliseum stop and robbed seven passengers, beating up two;

June 28: A group of four kids assaulted a passenger and made off with a cell phone at Dublin; and

June 30: A woman on a train with about a dozen teenagers had her phone snatched by one them before the group got off at the Coliseum stop. Thankfully, a good Samaritan was on hand to retrieve the phone.

So far, BART has refused to turn over surveillance video for any of these incidents.

Allen told us the agency issued an explanation for why it is being tight-lipped about the thefts.

“To release these videos would create a high level of racially insensitive commentary toward the district,” she was told. “And in addition it would create a racial bias in the riders against minorities on the trains.”

According to a memo distributed to BART Directors, the agency won’t do a press release on the June 30 theft because it was a “petty crime” that would make BART look “crime ridden.” Furthermore, it would “unfairly affect and characterize riders of color, leading to sweeping generalizations in media reports.”

The memo was from BART Assistant General Manager Kerry Hamill.

Allen emailed Hamill, “I don’t understand what role the color of one’s skin plays in this issue [of whether to divulge information]. Can you explain?” Hamill responded, “If we were to regularly feed the news media video of crimes on our system that involve minority suspects, particularly when they are minors, we would certainly face questions as to why we were sensationalizing relatively minor crimes and perpetuating false stereotypes in the process.” And added her opinion of the media: “My view is that the media’s real interest in the videos of youth phone snatching incidents isn’t the desire for transparency but rather the pursuit of ratings. They know that video of these events will drive clicks to their websites and viewers to their programs because people are motivated by fear.”

Allen says scared passengers aren’t being unreasonable — being on a BART train is a vulnerable position.

“This is BART, people are sort of trapped in this train for awhile and they have a right to see what could potentially happen.”

She says all this raises questions, “What is the priority of BART? Is the safety of the passenger — of all passengers — is that a lesser priority than the race bias issue?”

According to BART spokesman Taylor Huckaby, state law protecting “juvenile police records” prevents them from showing the surveillance video, even though at least one of the people arrested for the April 22 attack is 19 years old. (He cited Cal. Gov’t Code 827.9) And, even if the faces of juveniles were blurred, Huckaby says watching the videos would be pointless gawking.

German judge says it’s OK for Muslim men to rape women because it’s part of their “cultural circle”

https://pjmedia.com/trending/2017/04/21/german-judge-acquits-turkish-man-of-rape-after-4-hours-of-forced-violent-sex/

German Judge Says Turkish Man’s Forced Violent Sex Is ‘Culturally’ Not Rape

April 21, 2017

A German judge has acquitted a Turkish man of rape, despite the fact that he forced a woman to have sex with him, and left her incapacitated. The judge argued that in “the mentality of the Turkish cultural circle,” what the woman “had experienced as rape” might be considered merely “wild sex.” The judge refused to convict the rapist, because “no intention is demonstrable.”

According to the German daily newspaper Märkische Allgemeine (forgive the weak translation from Google Translate), the judge told the woman, “I believe Mrs. G. every word,” but added that “her tormentor probably did not know what he was doing to her.” On the night of August 18, 2016, the 23-year-old Turkish man sold drugs to the young woman and they consumed speed together.

He asked her to “go to bed with her” and she refused. According to the report, she had said he was “not her type.” But the drug dealer forced himself on her. Here’s how the paper described the encounter:

The young drug trader then complimented his customer, dragged her by the arm, threw her on the bed and pulled her out. He shoved his shoulders firmly against the metal bars at the head of his bed, his head jammed between two of them. The woman cried “stop” and resisted by scratching the accused at the back. But at some point she gave up and let her go as she put it. Several times he had entered her, the whole ordeal ended after four hours, when he got a call and suddenly had to leave, so that she too could go.

She refused, cried “stop” after he had grabbed her, and then finally she gave up. To most people, that sounds like rape. Indeed, the German paper reported that the Turkish man “carried on the sexual intercourse for hours on end so badly” that the girl could “not run properly for the next two weeks.”

“On the one hand, the magistrate’s court believed the victim, and on the other hand, the accused, according to which the wild sex was amicable,” the Märkische Allgemeine reported. Amicable? When the girl could not even run properly “for the next two weeks”?!

According to the report, the decisive question was “Could it be that the defendant thought you were in agreement?” To this, the poor girl — who had given up struggling after she had been raped — said “that could be.”

“She could not judge whether, with the mentality of the Turkish cultural circle, he had thought the happenings she experienced as rape might have been for wild sex,” the paper reported. “A conviction is not possible, because no intention is demonstrable.”

In other words, the judge acquitted a rapist — whom the court had “no doubt” forced the victim to have sex with him — on the grounds that his culture might not have considered the sex — which left the girl unable to run for two weeks — to be rape.

Oh, and of course, the defendant “denied from the beginning that he had raped” the girl. His defense? “He would not do such a thing, especially since he himself had a mother and a sister.” That clinches it! What American court would buy this shoddy defense?

According to the Märkische Allgemeine, “rape causes relatively few convictions before German courts.” The paper cited a 2012 study showing that only 8.4 percent of men accused of rape were convicted.

The percentage of conviction is not in itself proof that the court system is too lax on rapists. (That argument has been used to push for rape findings and expulsions against countless American college men despite evidence that no rape has occurred.) But this case seems rather clear-cut, and the “cultural” defense laughable, if it weren’t so tragic.

Unfortunately, this is far from the first time Germany has faced a rape crisis. On New Year’s Eve 2016, more than 1,200 women were sexually assaulted in various German cities, and authorities linked the sexual assaults to the influx of refugees. German politicians refused to speak out about these heinous crimes, perhaps due to fear of offending Muslims.

The problem with this strategy is that by turning a blind eye to violent rapists in order to avoid offending Muslims, liberals end up alienating the Muslims who do condemn rape, and want to see fewer rapes in their own communities.

Acquitting this Turkish man of rape sends the message that foreigners, or refugees, or Muslims, can claim their culture interprets forced sex as “wild sex.” Not only does this condone rape, but it also might endanger women in Muslim communities, thus hurting the very people liberals are so afraid of offending.

Sweden prosecutes woman for truthfully saying that immigrants were pooping in the streets

Sweden: 70-Year-Old Woman Prosecuted For Complaining About Migrants Defecating In The Streets

May 2017

A 70-year-old Swedish woman is facing up to four years in prison for complaining on Facebook about migrants defecating in the streets.

From Fria Tider (translated from Swedish with Google):

A 70 year old woman in Dalarna prosecuted for hate speech after writing on Facebook that immigrants are defecating in the streets, writes DT.se.

According to the prosecution, the woman via Facebook wrote disparagingly of people with a foreign background.

In a post from 2015, she has written that immigrants “set cars on fire and urinate and defecate in the streets.”

This violates the law on incitement to racial hatred, according to the prosecutor.

The accused woman in police interrogation admitted that she wrote the post, but denied that she committed a criminal act.

The evidence against the 70-year-old woman is a screenshot from Facebook.

The penalty for incitement to racial hatred is imprisonment not exceeding two years or, for petty offenses, fines. If the offense is considered to be grave sentenced the defendants to prison terms of between six months and four years.

She’s being dragged into court and threatened with jail for a two year old Facebook post which is factually correct.

While the Western media and leftist “human rights” groups will whine about attacks on free speech in places like China and Russia, in Sweden and Germany they’re throwing people in prison for writing “anti-migrant” Facebook posts.

UK Muslim radio station claims it broadcast 25 Hours of violent Al Qaeda speeches ‘by mistake’

UK Muslim Radio Station Claims it Broadcast 25 Hours of Violent Al Qaeda Speeches ‘By Mistake’

July 8, 2017

A Sheffield-based Muslim radio station has had its license suspended after broadcasting 25 hours of sermons “encouraging and condoning” violence against non-Muslims.

Ofcom investigated Iman FM after a complaint that the radio station had, during Ramadan, aired lectures by Anwar Al-Awlaki, an influential cleric killed by a U.S. drone strike in 2011.

The broadcasting watchdog said it had “serious concerns” over Iman FM’s decision to air the series of pre-recorded lectures by a “widely-known terrorist leader and al-Qaeda recruiter.”

The material “amounted to a direct call to action to members of the Muslim community to prepare for and carry out violent action against non-Muslim people,” according to Ofcom, which suspended the community radio station’s license and gave managers 21 days to explain themselves or have the channel shut down.

Ofcom further stated that the cumulative effect of al-Awlaki’s statements in the lectures broadcast would “condone, promote and encourage violent behaviour towards non-Muslim people,” the Star reported.

“Further, the lectures appeared to link violent acts of the past with actions that might potentially be taken today,” judged the regulator, taking the view that the content therefore amounted to a call to action which was likely to encourage or incite the commission of crime or lead to disorder.”

Bosses at Iman FM, the mission statement of which is “equipping the generation towards a cohesive society”, admitted to having downloaded and broadcast Awlaki’s lectures during Ramadan, but claimed to be unaware of the hate preacher’s background.

The station said it had listened to 12 hours of the audio, which it “judged to be within the parameters [of the Broadcasting Code]”, but only samples of the remainder were checked because of time constraints.

The Ofcom ruling described this defence as ‘not credible’.

Iman FM’s chief executive Mohammad Mughal told the Daily Mail: “This is very, very sad because none of us had any idea this lecture was preaching hatred.”

A petition has been set up “in support of IMAN FM being allowed to carry on with its radio broadcasts and for Ofcom not to revoke its license,” on Change.org in response to the radio station’s suspension from air.

“As listeners we have never had any cause of complain [sic] against IMAN fm and the content has always been exemplary,” says the plea, which has been signed by nearly 300 people.

New York Times falsely said there was a “direct” link between Sarah Palin and the shooting of Gabby Giffords

NY Times says blaming Palin for shooting was ‘an honest mistake’

July 7, 2017

Sarah Palin’s defamation lawsuit against The New York Times should be tossed because the paper made “an honest mistake” when it said she incited a 2011 shooting that severely wounded Arizona Rep. Gabby Giffords and killed six people, a lawyer for the Gray Lady said on Friday.

“There was an honest mistake in posting the editorial,” lawyer David Schultz told Manhattan federal Judge Jed Rakoff.

Last week, Palin sued the Times over a June 14th editorial that stated there was a “direct” link between one of Palin’s PAC ads and the shooting by Jared Lee Loughner.

But there’s no evidence he ever saw the ad, which placed Gifford’s district in stylized crosshairs. The Times issued a correction.

On Friday, Palin’s lawyers argued that the Times knew the story was false.

“It was literally acknowledged the same day in another story in their paper,” said Kenneth Turkel.

In Chicago during the fourth of July weekend, more than 100 Democrats shot each other

Chicago’s city council currently has 49 Democrats and 1 Republican.

The mayor is a Democrat.

The city clerk is a Democrat.

The city treasurer is a Democrat.

The last time Chicago elected a Republican mayor was in the year 1927.

During the recent fourth of July weekend in Chicago, 102 people were shot.

15 of those people were killed.

We don’t see anything like this in any of the U.S. cities that are controlled by Republicans.

Police Officer Is ‘Murdered for Her Uniform’ in the Bronx

July 5, 2017

Above: Miosotis Familia

On a corner in the Bronx strained by steady rancor over unsolved crimes, and distrust of the police, Officer Miosotis Familia was a balm.

She had earned a reputation as “a good policewoman” in the short time she was assigned to an R.V.-style police command post at East 183rd Street and Morris Avenue, two miles north of Yankee Stadium, a longtime resident, Roma Martinez, said. She waved hello; she spoke Spanish.

But long before she arrived, a hostility toward law enforcement personnel was building in Alexander Bonds, who had been in and out of prisons and jails for 15 years and was slipping into severe mental illness. Last year he warned in a Facebook video that he would not back down if he encountered police officers on the streets: “I got broken ribs for a reason, son. We gonna shake.”

His girlfriend called 911 on Tuesday night and told the police that Mr. Bonds “was acting in a manic, depressed state — paranoid,” a law enforcement official said. When officers arrived, he had gone.

About three hours later, with Fourth of July fireworks still going off, Mr. Bonds strode up to Officer Familia’s command post and fired a .38-caliber revolver through a window, killing her with a bullet to the head. She was the first female New York Police Department officer killed in the line of duty since the Sept. 11 attacks, and only the third female officer killed in a combat-type encounter in the department’s history.

The New York City police commissioner, James P. O’Neill, said in a message to officers that she was “assassinated without warning, without provocation, in a direct attack on police officers assigned to safeguard the people of New York City.” And once again the city was plunged into mourning over a targeted police killing that appeared to result in part from a swirl of mental illness and anger at the police, two and a half years after a man with a similar history fatally shot two officers through their patrol car windows.

In the command post around 12:30 a.m., Officer Familia’s partner, Vincent Maher, pleaded for help over the radio: “My partner’s shot! My partner’s shot!” His call drew scores of officers and turned stretches of Independence Day festivities into a crime scene.

Officers chased Mr. Bonds, 34, who wore a black hooded sweatshirt, black pants, black sneakers and black gloves. When they confronted him, he pointed his five-shot Ruger revolver at them and fired, a preliminary investigation indicates. The officers — a sergeant and a patrol officer — shot him dead. A bystander struck during the shootout was in stable condition.

“He clearly had to look at her to get the kind of target acquisition it would take to shoot somebody in the head,” a law enforcement official said. “It does not appear that he fired a whole lot of shots at her. So it looked like a straight-up assassination.”
